First District Funding Request

The Office of Supervisor Cassandra R. James is able to provide discretionary funding to a limited number of selected organizations in the First District of the County of Solano. All funding requests must be submitted using the form below so that we can begin our review and approval process.

Please note that your funding request must meet the social needs of the population of Solano County, including but not limited to the areas of health, public safety, rehabilitation, well-being, education, and legal services, and to assist in the needs of the physically, mentally and financially challenged persons and aged persons pursuant to California Government Code 26227. Prioritization will be given to organizations based in the First Supervisorial District. Requests must focus on serving the residents of the First Supervisorial District. We prioritize funding requests for direct programs or services. We are unable to provide support for general fundraising donation requests. Our office is not able to directly provide County equipment for events, but you may submit a funding request to support your organization’s costs for renting equipment for events.

Our office will review the Funding Requests received by [deadline]. At this time, we are not accepting any new Funding Requests. If you have an urgent request, please email 1DS-FundingRequest@solanocounty.gov

You may be contacted by a member of our review team if they need more information about your request. If you do not respond to our office’s inquiries regarding your request, then your funding request may be delayed or rejected. If your request is approved, it takes an additional 4-8 weeks after approval to complete the paperwork and County approval process before funding can be issued by the County.

We are unable to approve all of the funding requests that we receive.
Submitting a request does not guarantee approval of your funding request.

What is the intent of this funding?

The purpose of this social program funding is to support and develop services that support the diverse needs of the residents of the Second District. The goal is that funding will improve the quality of life for our residents. Our office strives to provide these funds through an equity lens, focusing funds on services that support our most underrepresented and underserved communities.

What is the process to apply for funding?

To apply for funding, please begin by completing the application above. Once completed, you will receive an email acknowledging receipt along with additional information regarding the funding process.

Once the next quarterly deadline is passed, our funding request Review Team will begin the review process.

You may hear from Second District staff on the Review Team as they reach out to learn more about your organization’s programs and services.

Are there limitations or restrictions on activities supported by these funds?

Funding must serve a social need and cannot be used for political, religious, or private purposes.

What criteria are used to review my application?

Many factors are considered during the review process, including but not limited to:

  • Amount of funding requested (larger funding requests require greater justification and social benefit).
  • Potential positive impact on Second District residents.
  • The specific population that will be served using the funding.
  • Benefits of providing one-time funding for the project (and demonstrating an understanding that this is not ongoing funding).
  • Organization’s history of serving residents of the Second District.

When will I hear if my application is approved?

Our office reviews funding requests every quarter.

 Once a quarterly deadline passes, it will take about 2 months for our internal review process. This process can be delayed if there are additional questions from the funding request review team. It is important that you are responsive and prompt in the case that Second District staff reaches out for further information.

First District Certificate Request Guidelines

Please read the criteria below before completing a certificate request form.

  • Certificates are provided as a courtesy and issued by Solano County Supervisor Cassandra R. James to recognize and honor individuals for their contributions to Solano County.
  • Certificates are issued to recognize milestone occasions of exceptional significance.
  • Certificates are only issued to current First District residents or organizations within the District.
  • One certificate will be provided per organization or individual per year.
  • The honoree must have made a significant contribution to Solano County.
  • You may not request a certificate for yourself.
  • The Supervisor’s office reserves the right to rescind a certificate if false or misleading information was provided in the application.
  • The Supervisor’s office reserves the right to decline any certificate request.

Please Note:

Certificates and commendation requests must be submitted 4 weeks prior to the date needed. Requests will be reviewed and the requestor will be notified of approval or denial in a timely manner. Due to the high volume of requests, the Supervisor’s office may not be able to accommodate your request even if the criteria outlined above are met.
